Hamas to ‘lay down’ weapons, not disarm: Arab countries' amendments to Trump's plan

Sources told the Arabic newspaper Al-Arabi Al-Jadeed on Sunday that Egypt, Qatar, Saudi Arabia, and Jordan have proposed amendments to a US-led initiative to end the war in Gaza.
 
According to the report, the Arab states’ proposed changes include a gradual 'Israeli' withdrawal from the Gaza Strip, the deployment of international forces along the enclave’s borders, and the management of Gaza by a Palestinian technocratic administration rather than under international control, with the Palestinian Authority playing a role.
 
The sources further said that the amendments stipulate that Hamas would lay down its arms without disbanding, and propose the establishment of an international supervisory council overseeing the transition. US President Donald Trump, who is spearheading the initiative, has reportedly assured Arab leaders that there will be no annexation of the West Bank or the Gaza Strip.
 
The same sources told Al-Arabi Al-Jadeed that there is “intense pressure on Qatar to resume its mediation role” and that Trump is expected to present the revised initiative to 'Israeli' Prime Minister Benjamin Netanyahu on Monday. Trump is pushing for a comprehensive deal that would secure the release of all captives at the outset of a ceasefire, though the process may unfold over roughly 72 hours, the report said.
 
'Israeli' officials, however, have voiced concerns that the section of the Trump plan concerning Hamas’s disarmament is too vague. They fear that Hamas may not fully dismantle its weapons systems. According to 'Israeli' assessments, Netanyahu faces a dilemma: reject the plan as insufficient, or accept it to secure the release of captives and, if Hamas remains armed in Gaza after the initial phase, justify continued military operations.
 
Meanwhile, The Washington Post reported on Sunday that the plan seen by the newspaper, based on a copy reviewed by officials from two governments briefed by the United States, requires the destruction of all Hamas offensive weapons. The US proposal also reportedly offers amnesty to Hamas members who commit to peaceful coexistence, while those wishing to leave Gaza would be granted safe passage to third countries.
 
According to The Washington Post, the plan envisions an immediate halt to military activity, a freeze on current battle lines, and the release of all live captives within 24 hours. Following the captives’ release, 'Israel' would free 250 Palestinian detainees serving life sentences and 1,700 Gazans detained after October 7. Additionally, 'Israel' would hand over the bodies of 15 Gazans for each captive released.
 
Senior 'Israeli' officials cited by the newspaper noted that the plan does not include an explicit Hamas commitment to withdraw from Gaza. In return for compliance, 'Israel' is prepared to grant immunity to Hamas leaders, including those already abroad and those who choose to relocate to countries such as Turkey or Qatar. Netanyahu is expected to tell Trump, “Let’s hear Hamas’s response first.”
 
Haaretz reported on Saturday that Hamas has received Trump’s plan and expressed preliminary approval. However, the group denied those claims in a statement on Sunday, saying no new proposals had been presented and that talks have been completely stalled since the Sept. 9 attack on Doha.
