Justice Ministry implements 2,314 alternative penalties in 2025

AMMAN — The Ministry of Justice recorded faster performance and wider service delivery in 2024 and 2025, driven by ongoing legislative reform and digital transformation, according to indicators released by the ministry on Tuesday.
 
Minister of Justice Bassam Talhouni said that the approach aims to streamline litigation procedures and enhance access to swift justice, strengthening the rule of law and public institutions, the Jordan News Agency, Petra, reported.
 
He said the figures reflect the outcome of cumulative institutional efforts focused on developing the legislative framework, automating procedures and expanding services provided to citizens in a fair, efficient and transparent manner.
 
The minister also said that 3,693 alternative penalties to imprisonment were implemented in 2024, compared with 2,314 cases in 2025. Meanwhile, the use of electronic bracelets increased from 149 cases in 2024 to 316 in 2025.
 
He noted that these measures align with recent legislative amendments aimed at rehabilitating convicts, facilitating their reintegration into society, reducing repeat offences and easing overcrowding in correctional and rehabilitation centres.
 
Talhouni said that a total of 495,747 certificates of good conduct were issued in 2024, including 35,804 in English and 459,943 in Arabic. He added that the figure is expected to rise to 521,919 certificates in 2025, of which 33,225 will be issued in English and 488,694 in Arabic, indicating growing demand for the service and its integration with digital transformation.
 
The minister noted that the ministry conducted approximately 6,955 electronic auctions in 2024, increasing to 7,743 in 2025, reflecting rising confidence in digital solutions that enhance transparency and expedite judicial procedures.
 
He added that the ministry handled 2,489 legal aid requests in 2024, rising to 3,633 in 2025, underscoring the expansion of legal protection for eligible groups and the consolidation of equal access to justice. Requests related to the right to access information totalled 88.
 
Regarding notary public services, Talhouni said completed transactions reached 299,306 in 2024, compared with 284,350 in 2025, within a flexible work system aimed at streamlining procedures while maintaining service quality.
 
In the area of digital transformation, Talhouni said remote court sessions reached 138,612 in 2024, compared with 127,384 in 2025. He added that around 41.446 million court documents were electronically archived in 2024, and 38.564 million in 2025, representing a significant leap in improving judicial efficiency and access to information.
