A benchmark of economic certainty: CBJ governor’s renewal - By Hamza Alakalik, The Jordan Times

With the endorsement of the Cabinet’s decision by Royal Decree to renew Adel Al Sharkas as governor of the Central Bank of Jordan (CBJ) for another five-year tenure, the Kingdom delivers a powerful statement of economic confidence. Announced nearly four months ahead of his official term completion in January, this preemptive decision reflects strategic foresight, royal trust and a firm commitment to monetary stability. It establishes a unique institutional model designed to strengthen the banking sector and enhance overall confidence in the national economy during complex global times.

The strategic value of this early reappointment stems from a fundamental reality: confidence in monetary policy requires clear, forward-looking direction from sovereign institutions. By providing early clarity, Jordan sends a strong signal of predictability to the banking sector, international investors and global financial institutions regarding the continuity of the authority guarding the nation’s financial integrity.

Over recent years, Jordan’s monetary policy has demonstrated exceptional competence and an extraordinary capacity to absorb consecutive global and regional shocks. From the severe disruptions of the COVID-19 pandemic and supply chain bottlenecks to inflationary pressures arising from the Russia-Ukraine war and geopolitical tensions across the region, the macroeconomic environment has faced relentless pressure.

Throughout these challenges, the Central Bank managed the financial landscape with steady guidance and innovation. It crafted proactive frameworks that shielded the national economy, protected the purchasing power of the Jordanian Dinar, and preserved financial stability. These achievements are substantiated by tangible milestones: Jordan’s sovereign credit rating upgrade, its successful exit from the Financial Action Task Force (FATF) grey list in 2023 and sustained positive economic growth. Indeed, the Central Bank’s agile governance occasionally stepped in to complement fiscal policy, closing operational gaps and preserving macroeconomic resilience.

This early renewal marks a historical milestone, being the first time in CBJ history that a governor's term is extended four months prior to its end. Beyond administrative procedure, this step carries profound strategic weight. The indicators speak for themselves: Foreign exchange reserves reached record levels of nearly $28.4 billion by August, while inflation remained stable at 2.2 per cent over the first eight months of the year. Having an experienced leader backed by a highly analytical, data-driven team represents the gold standard of governance that national institutions continually strive to achieve.

Looking ahead, this early reappointment provides a secure horizon to execute major national initiatives that require sustained leadership. Recent years have seen the launch of the National Financial Inclusion Strategy—aiming to increase adult financial account ownership to 65 per cent by 2028—alongside the Financial Technology and Digital Innovation Vision, modernised electronic payment systems, and enhanced macroprudential regulatory frameworks. These structural transformations require executive continuity to balance innovation, consumer protection and banking risk management effectively.

Equally critical is the continued strengthening of the Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) framework, overseen by the governor as head of its national committee. Collaborative national efforts across legislative, regulatory, and executive bodies have consolidated Jordan’s respected standing in international financial arenas. Maintaining this position requires ongoing regulatory updates, deep institutional coordination and strict adherence to global compliance standards.

At the core of this economic philosophy lies monetary policy independence, balanced by transparency and accountability. Sound monetary decisions rely on rigorous scientific data and risk assessments, free from temporary pressures. Executive continuity reinforces this independence, ensuring that while core objectives remain steadfast, regulatory tools adapt dynamically to shifting market realities without compromising the Central Bank's credibility.

Monetary stability is not merely an abstract objective; it forms the vital foundation for Jordan’s broader economic aspirations in trade, investment and employment. Direct markets and productive sectors thrive on certainty, legislative predictability, and exchange rate stability. Ultimately, the early renewal of Dr. Adel Al Sharkas serves as a comprehensive message of trust in the Central Bank of Jordan, offering the stability needed to navigate global uncertainties and secure sustainable economic growth.
