AMMAN — HH Prince Mired, Chief Chamberlain and President of the Higher Council for the Rights of Persons with Disabilities (HCD), and Minister of Social Development Wafaa Bani Mustafa on Sunday signed a cooperation agreement to support the work of teams in transforming care centres into inclusive day-care centres.
The agreement also aims to provide personal assistance services, in a move that promotes the right of persons with disabilities to live independently and enhances their integration into society, the Jordan News Agency, Petra, reported.
It comes as part of national efforts to enhance services for persons with disabilities and transition from institutional care to more inclusive, community-based models, in line with the Law on the Rights of Persons with Disabilities and modern approaches to social care and service delivery.
Under the agreement, HCD will allocate financial support to cover the costs of personal assistance services, in line with clearly defined standards and regulatory frameworks.
The agreement also provides for enhanced technical cooperation through advisory support, exchange of expertise, and regular follow-up via semi-annual evaluations to ensure effective implementation and achieve its objectives.
Prince Mired highlighted the Ministry of Social Development’s role in advancing the rights of persons with disabilities, noting its efforts in developing more inclusive and responsive policies and programmes.
He described the ministry as a “key” partner to the council, noting that its cooperation reflects an effective model of institutional coordination, particularly in expanding inclusive day-care services that support independent living and promote full social inclusion, in line with national legislation and international standards.
Prince Mired also said that the Global Disability Summit, scheduled to be held in Qatar in 2028, will provide an opportunity to highlight Jordan’s progress in transitioning from institutional care to more inclusive service models.
Jordan has made tangible progress in this area, and its experience can serve as a practical reference for other Arab countries seeking to develop their disability services, he added.
Bani Mustafa said that the agreement embodies “strong” institutional partnership with HCD, helping expand personal assistance services, improve programme quality, and enable persons with disabilities to access services that support their inclusion and active participation in society.
She added that the council, under the law, plays a “pivotal” role in providing technical support to relevant entities and in supporting the development of plans, policies and programmes to ensure they incorporate the rights of persons with disabilities, contributing to national efforts to modernise services and achieve the desired sustainability and quality.
