Jordan advances climate implementation agenda at Petra workshop ahead of COP31

PETRA — The Ministry of Environment, in partnership with the United Nations Development Programme (UNDP), on Wednesday hosted a high-level climate workshop in Petra aimed at translating outcomes of COP30 in Brazil into practical national action, while shaping the Kingdom’s priorities ahead of COP31, scheduled to be held in Antalya, Turkey, later this year.
 
The workshop, titled “From Brazil to Türkiye: From Climate Plans to Implementation”, brought together ministers, diplomats and development partners to discuss how to align Jordan’s climate agenda with international commitments and accelerate delivery on the ground.
 
The event comes as Jordan prepares to update its third Nationally Determined Contribution (NDC 3.0), with participants focusing on converting political and financial signals emerging from COP30 into bankable, implementable projects.
 
Discussions focused on aligning Jordan’s national climate strategy with the “Belem implementation package” adopted at COP30, with particular attention to climate finance, a just transition towards a green economy, and expanding opportunities for youth, women and communities most affected by climate impacts.
 
Technology transfer, digital solutions and nature-based approaches were also identified as priority areas.
 
HRH Princess Dana Firas, President of the Petra National Trust and UNESCO Goodwill Ambassador, said the protection of cultural and natural heritage cannot be separated from climate action.
 
“Development and tourism strategies must be designed to withstand climate pressures while safeguarding Petra’s historic legacy,” she said, stressing that resilience planning must place heritage at the heart of sustainable development.
 
Minister of Environment Ayman Suleiman said hosting the workshop in Petra reflects that sustainable adaptation is rooted in Jordan’s historical experience, stressing the need to move from high-level commitments to tangible projects.
 
“The objective is to turn the political and financial momentum generated at COP30 into practical initiatives,” Suleiman said, citing priority areas including green hydrogen, energy storage, water security and social inclusion.
 
UNDP Resident Representative in Jordan Randa Aboul Hosn said the coming phase will focus on shifting “decisively from planning to implementation,” noting that the programme is supporting the preparation of Jordan’s NDC 3.0 as an investment-oriented roadmap.
 
“The updated NDC will link global conference outcomes to national priorities and help mobilise financing for inclusive green growth,” she said.
 
Chairman of the Petra Development and Tourism Region Authority Fares Breisat said climate change is already affecting water resources, tourism activity and local communities in Petra, adding that integrating the region’s needs into the national climate agenda is essential to ensure long-term sustainable development.
 
Turkish ambassador to Jordan Yakup Caymazoglu said that COP31 in Antalya will prioritise narrowing the gap between pledges and implementation, stressing the need to build trust between developed and developing countries and ensure fair access to climate finance.
 
He added that Turkey, in partnership with Australia, aims to deliver practical outcomes in mitigation, adaptation, technology transfer and capacity-building, with special attention to vulnerable regions, including the Mediterranean.
 
The ambassador noted that COP31 will seek to mobilise non-state actors, including cities, businesses and investors, to translate climate commitments into action on the ground.
 
The workshop concluded with the formulation of a policy roadmap towards COP31 in Antalya, outlining short-term measures for the next two years in preparation for submitting Jordan’s NDC 3.0.
 
Key priorities include expanding electricity storage capacity, strengthening the water–energy–food nexus, mobilising climate finance, advancing green hydrogen projects, scaling up nature-based solutions, and applying enhanced transparency, measurement and reporting mechanisms in climate action.
