Trump’s ‘Peace Council’ emerges as new framework for ending Israeli war on Gaza

AMMAN —The "Peace Council", under US President Donald Trump’s peace plan for Gaza, has quickly taken centre stage as the principal framework for ending the Israeli war on the besieged Strip, with international and regional actors rallying behind its mandate to oversee withdrawals, humanitarian access, and long-term stability.
 
Trump announced on Monday his peace plan for the Gaza Strip.
 
Speaking at a joint press conference with Israeli prime minister, Trump said that if the other party [Hamas] agrees to the proposal, it must commit to implementing all the principles outlined in the plan.
 
Trump explained that the plan calls for the establishment of a new international supervisory body for the Gaza Strip, named the "Peace Council," which would be responsible for forming a government in Gaza with Palestinian participation.
 
According to the plan released on Monday, the council will supervise Israel’s phased pullout from Gaza, guarantee unrestricted humanitarian relief, and ensure that no Palestinian will be displaced from the territory. It will also coordinate reconstruction efforts and serve as the main monitoring body until a comprehensive peace agreement is reached.
 
The announcement came alongside a 20-point framework that regional mediators Qatar and Egypt have formally delivered to Hamas. Israel, for its part, said the council provides a path to secure the release of hostages and ensures Gaza will “never again pose a threat to Israel.” The White House has emphasised that the plan aims to stabilise the territory and prevent any forced demographic changes.
 
Arab and Islamic governments quickly endorsed the concept. In a joint statement issued Sunday, the foreign ministers of Jordan, the UAE, Indonesia, Pakistan, Turkey, Saudi Arabia, Qatar and Egypt praised the establishment of the council and expressed their willingness to engage constructively with all stakeholders.
 
Political analyst Abdel Hakim Qaralleh said the council highlights Washington’s ambition to centralise global diplomacy under its leadership.
 
In remarks to The Jordan Times, Qaralleh said, “This council is not just about Gaza; it is about redefining the balance of power in the Middle East. For Jordan, the challenge will be ensuring that the council’s outcomes remain consistent with the two-state solution and the protection of Palestinian rights.”
 
Analyst Omar Raddad offered a different perspective, emphasising both the uniqueness and continuity of the initiative.
 
“The contexts and references of this peace plan differ from previous ones, even if many provisions look similar with modifications. What is notable is Trump’s personal adoption of the plan and the unprecedented Arab, Islamic and international support behind it. Israel seems convinced the proposal achieves its war aims, while Arabs see positives in stopping the bloodshed in Gaza with guarantees against forced displacement,” he said.
