NCHR organises seminar on proposed amendments to Social Security Law

AMMAN — The National Centre for Human Rights (NCHR) organised a dialogue seminar titled “Anticipated Amendments to the Social Security Law,” with the participation of a number of officials, experts, and representatives of the legislative and executive authorities.
 
The event was held as part of the centre’s legal mandate to review national legislation and propose measures that enhance its alignment with human rights standards, according to a NCHR statement.
 
The seminar was opened by Vice Chairperson of the Board of Trustees Khaldoun Nusour, who stressed the importance of participatory dialogue when discussing legislation that has a direct impact on citizens’ economic and social rights, foremost among them the right to social security and social protection.
 
He emphasised the need for any legislative amendments to be balanced and to ensure justice, sustainability and protection for the groups most in need.
 
General Commissioner for Human Rights Jamal Shamayleh outlined the centre’s role in monitoring public policies related to social protection and reviewing draft laws to ensure their consistency with the Constitution and the international human rights conventions ratified by the Kingdom.
 
He affirmed that social security systems constitute a fundamental pillar of human dignity and social stability.
 
The seminar further featured contributions from Shaman Majali and Senator Sharhabil Madi, who addressed the legislative dimensions related to the law and their impact on the economic and social system.
 
MP Lubna Nmour presented the parliamentary perspective on discussing the amendments, Mousa Subaihi offered a specialised technical analysis of social security and insurance systems, and Azzam Smadi reviewed the implications of the amendments for the labour sector and employers.
 
The sessions and public discussion were moderated by Commissioner for Enhancement at NCHR Nisreen Zuraiqat, who organised the dialogue themes and facilitated interventions, strengthening the interactive nature of the discussion and contributing to the formulation of practical perspectives and recommendations reflecting diverse viewpoints.
 
The seminar witnessed extensive discussion among participants and attendees on key challenges related to the sustainability of social security funds, expanding coverage, and enhancing equity between contributors and retirees, in a manner that ensures a balance between financial considerations and rights-based obligations.
 
Concluding the seminar, the centre affirmed its continued commitment to convening specialised dialogue sessions and submitting its recommendations to relevant authorities, thereby contributing to the development of fair national legislation aligned with international standards and reinforcing the right to social protection for all citizens.
 
NCHR noted that the seminar will result in practical outputs and recommendations to be finalised and submitted to the government and competent authorities, supporting decision-making processes and the development of legislative amendments in line with human rights standards and the strengthening of the social protection system, the statement added.
