Al-Fayez: The rule of law is the way to a strong and stable state

 

 

 Senate Speaker Faisal Al-Fayez stressed that the principle of the rule of law is the way to a strong and stable state, and that the consolidation of this can only be achieved with the presence of a solid will that works to enforce the law with justice and effectiveness, and laws that constitute an effective deterrent tool against anyone who violates the prestige of the state and the law.

Al-Fayez said during his patronage on Sunday of the closing ceremony of the "Rule of Law for Community Peace" project, which was implemented by the Arab World Center for Democratic Development and Human Rights in cooperation with the Street Law Foundation, that "a strong state is one in which the citizen feels secure and stable, and in which the law is implemented for everyone with justice and transparency, and there is no room for tampering with our civil peace." He added that Jordan, under the leadership of His Majesty King Abdullah II, is keen to protect the rights of citizens and enshrine the principle of the rule of law and apply it to all with the utmost firmness and without complacency or favoritism, noting that His Majesty stressed in the sixth discussion paper that "the rule of law is the umbrella that protects the process of democracy and reform in Jordan, and it is a key element for bringing about development and development," and stressed in the paper entitled "The rule of law as the basis of the civil state" that "the principle of the rule of law is the subordination of all, individuals. and institutions and authorities for the rule of law." Al-Fayez pointed out that "violating laws has become a worrying phenomenon, which requires a national pause to address it through awareness, education and promoting the principle of the rule of law," calling on everyone to "play their national role, and that official institutions, societal forces, the media and civil society organizations assume their moral responsibilities towards combating negative phenomena, starting from home and passing through schools and universities. He explained that the issue of societal peace is not an issue of entertainment, it is very important and confirmed by heavenly laws, "but unfortunately what is happening today of abuses, whether it is wedding processions, and the firing of shots in celebrations that kill innocent people, or the spread of the drug phenomenon that has become deadly to our youth and caused the spread of crimes alien to our society, in addition to throwing waste from cars, cutting traffic signals and other practices and abuses that contradict the laws and our established values and traditions, have become practices that threaten our societal peace. The basis of fighting them is to apply the law without compromise." He pointed out that the security and stability of the homeland is the responsibility of everyone without exception, and without favor from anyone, especially in these delicate circumstances in which it passes and we see what is happening around us in the countries of the region and the world, pointing out that maintaining the security of the homeland and our social fabric has always been a constant of national constants. Al-Fayez called on the government to submit a new draft of the Weapons and Ammunition Law to toughen penalties and regulate the carrying of weapons and so that everyone who wishes to acquire weapons is allowed to license them, and this would limit the weapon and know who owns it, pointing out the importance of the law to include deterrent provisions against those who carry weapons without a license, and the right of shooters in various celebrations and occasions. He stressed the need to reconsider some social norms and mechanisms of application, including jalwa, "which is in tribal custom a way to punish the offender in specific cases such as murder and others and works to hold the offender accountable for the right to blood," explaining that "it was easy to apply in the past because of the ease of life and departure from one place to another, which has become the result of social problems when applied to (five blood), which causes the displacement of dozens of families and sometimes hundreds of those who have no guilt," stressing the need to legalize customs And tribal traditions through the establishment of a system punishes anyone who does not abide by the customs and traditions stipulated in the law, and the application of "jalwa" only to persons registered in the family book of the person concerned. Al-Fayez praised the Arab World Center for Democratic Development and Human Rights for holding the closing ceremony of the "Rule of Law and Community Peace" conference in partnership with Street Law, which comes at a time when our society seems to be witnessing many negative phenomena and violations of laws, regulations, values and customs, which has become negatively reflected on our civil peace, and silence about these practices has become unacceptable. The Executive Director of the Arab World Center for Democratic Development and Human Rights, Dr. Amira Mustafa, indicated that the idea of the rule of law project for societal peace, which was launched by the Center in 2019 in its phases "The rule of law is our guarantee" and the second "The rule of law for societal peace" is inspired by the sixth discussion paper of His Majesty King Abdullah II, which emphasizes the importance and centrality of law application, considering that true belonging to the homeland is based on strengthening and consolidating the principle of the rule of law in the political, social and cultural system in society, noting that Jordan is one of the Advanced countries in applying international standards related to the rule of law. She explained that the project came with two tracks, the first included the completion of 30 training workshops, during which 855 employees and members of elected councils in municipalities and government employees from all regions and governorates of the Kingdom participated, while the second track concerned youth, as it included the selection of 40 activists representing all governorates and of both sexes and involving them in specialized trainings that included training and programs aimed at deepening their active participation in public affairs through 6 fellowships within the community peace project that they organized in cooperation with the executive authorities in their governorates. To contribute to maintaining societal peace based on the rule of law and its concepts. Nawal Al-Faouri, an expert in the project, said that the "Rule of Law for Community Peace" project aims to improve the knowledge of youth and society about the concepts of the rule of law, build their skills and enable them to participate in the process of promoting a culture of the rule of law in Jordan, noting that this project was implemented by Street Law Foundation in cooperation with the Center. She added that the "Ed O'Brien" fellowships, whose achievements we will see today by young men and women implemented in their communities and under the supervision of a group of academic experts, came to emphasize that the rule of law is the basis of societal peace and one of the levers of security, economic and social stability when justice and equal opportunities replace wasta and nepotism, and integrity replaces corruption, pointing out that one of the most important pillars of its implementation is joint work between local government in the governorates and youth to contribute to deepening the inclusion of concepts of the rule of law in our society. For his part, Ashok Regme, CEO of Street Law, said that this program, which comes in partnership with the Arab World Center for Democratic Development and the German Foreign Office, is one of the highlights of the Foundation's programs aimed at improving direct interaction between citizens and the government, building trust, providing government officials with the necessary knowledge in the concepts of the rule of law, and attracting the next generation of leaders to address community issues, noting that the program worked with various government agencies and officials in governorates and municipalities in the Kingdom. He pointed out that the "Street Loh" Foundation has worked to establish innovative programs in 45 countries around the world, and its curricula and programs annually reach nearly 1.5 million participants, explaining that the Foundation works in four main areas: promoting justice and equality, promoting civic awareness, promoting a culture of democracy, and bridging gaps. For his part, the Commissioner for Charge at the German Embassy in the Kingdom, Dr. Florian Reindell, said that the principle of the rule of law is a cornerstone of democratic societies where all citizens enjoy equal rights, noting that His Majesty King Abdullah II described in his sixth discussion paper the principle of the rule of law as "the real foundation on which democracies, prosperous economies and productive societies are built," which transcends social status and family relations. He explained that Jordan has put itself on the path of political modernization, applying the principles of the rule of law to build trust between citizens and the government and encourage effective participation in public life, which made us work in cooperation with the Street Law Foundation and the Arab World Center for Democratic Development and Human Rights since 2019 to implement two projects: "The Rule of Law Matters" and "The Rule of Law and Societal Peace" with the aim of raising awareness of the principles of the rule of law among young people in schools, universities and communities, providing political educational activities for government officials and citizens, and supporting Concrete initiatives to promote the implementation of rule of law principles in local communities through the "Ed O'Brien Fellowship", the outcome of which we see today. During the ceremony, the six fellowships that came within the community peace project implemented by Street Law in partnership with the Center and their work in their governorates and in cooperation with local institutions were reviewed and honored, namely: "For You and You" Fellowship in Karak Governorate, implemented by Saba Al-Qaralah under the supervision of Dr. Abdullah Azzam, "Perspective / Electronic Application" Fellowship in Ajloun Governorate, implemented by Nusseibeh Al-Smadi under the supervision of Dr. Rami Al-Khatib, "Law Lamps Related to the Rights of Persons with Disabilities" Fellowship in Zarqa Governorate, implemented by Siraj Sindo and supervised by Kamal Al-Mashriqi, "Compliant" Fellowship in Azraq District, implemented by Natalia Atta under the supervision of Dr. Ali Noah Al-Qudah, and "We are a Role Model" Fellowship in Madaba Governorate, implemented by Muhammad Al-Sunaid under the supervision of Dr. Nawal Al-Faouri, And the "Rule of Law Ambassadors" fellowship in Jerash Governorate, which was implemented by Basma Al-Ajarma, Suhaib Al-Zoubi and Mustafa Al-Atoum under the supervision of Dr. Khaled Al-Shawaqfa.
